I've recently come into possession of a 2010 Mac Pro 12 Core with 32GB RAM for an extremely reasonable price. It's more than I need for what I'm going with it currently, and accordingly, uses more power than it needs to. What's a low power video card that could pop in there without needing to mess around with flashing the card or anything? I'm looking for something cheap, too. This is a project computer that's on all the time, but if it's going to cost me $150 to save $4/mo in electricity, it's not worth it. Maybe the GeForce 750Ti (60W, if you can stomach needing to use Nvidia's web drivers all the time) or a super-old Nvidia GT 120 (50W max). Info gathered from here: - probably worth pointing out that the GT 120 is just about the only one of those GPUs that specifically shipped with Mac support, and even then I'm not 100% sure they are still supported in Sierra/High Sierra.
By today's standards the GT 120 is absolute garbage when it comes to performance, FWIW. I'm reasonably confident you won't find any low-power PCIe AMD cards that are Mac-ready. Best video cards that still has ADC would be the Mac ATI x800 or the not so powerful Mac Nvidia Geforce 5200. Without the ADC, the Nvidia Geforce 7800 (flashed PC card) but you could get the DVI to ADC adapter to power your monitor. There aren't a lot of options for the first Mac Pro. There's the ATI X1900XT, NVIDIA 7300GT and the newer ATI Radeon 4870. For what it's worth the Radeon 4870 is near whisper quiet in a newer Mac Pro. The newer NVIDIA cards do not work with the original Mac Pro.
I'd probably second Brad Oliver's suggestion of finding an old Nvidia GT120. Keep in mind that the entire computer is a power hog, though. Changing out the video card won't make a significant difference in that. The Apple/Nvidia GT120 does work fine in Sierra. I haven't tested it in High Sierra betas at this point.
